The City of Salzgitter has developed a set of guidelines for implementing the “Bauturbo” program, which was adopted by the Salzgitter City Council on April 15, 2026. The guidelines outline the urban planning principles and application regulations for implementing the “Bauturbo” program within the city of Salzgitter and must be followed for projects to be carried out under the “Bauturbo” program. It contains generally applicable guidelines, information on admissibility and possible restrictions, explains the approval deadlines, and ensures transparency in the process.
The guidelines are intended, in particular, to clarify the following questions:
- In which cases does the City of Salzgitter intend to apply the “Bau-Turbo”?
- Under what conditions does the City of Salzgitter intend to apply the “Bau-Turbo”?
- In which cases does the City of Salzgitter not intend to apply the “Bau-Turbo”?
- When should the public be involved?
- Who is responsible for granting municipal approval?
The key points of the action guide are as follows:
- The “Bau-Turbo” will not be applied if public infrastructure development is required.
- The “Bau-Turbo” will not be applied if significant environmental impacts are anticipated.
- The “construction fast-track” procedure shall not be applied in commercial, industrial, and special-use zones.
- Maximum area size for applying the “Bau-Turbo”: 10,000 square meters (1 hectare)
- In rural areas: permitted only in connection with existing settlement areas; special protection for the outskirts of towns; protection of rural areas against urban sprawl
The guidelines can be viewed below under “Download.”
Citizens and planners who wish to carry out a construction project that falls under the “Bau-Turbo” provisions of planning law are asked to schedule a consultation appointment before submitting their documents. Appointments are scheduled through the Building Code Division of the Department of Urban Planning, Environment, Building Code, and Historic Preservation.
