Mayor Klingebiel: Planning for the new elementary school and daycare center in Salzgitter-Lichtenberg is progressing

Lord Mayor Frank Klingebiel provides information on the status of planning for the new elementary school and the daycare center planned for the same location in Salzgitter-Lichtenberg "Am Zingel", which is being supported by funds from the 50 million euro structural aid from the state of Lower Saxony that he raised with the support of local members of the state parliament Stefan Klein, Marcus Bosse and Christoph Plett. In addition to the public, the Northwest Local Council, the specialist committees and the city council will be informed in detail about the completion of the preliminary planning in May.

Lord Mayor Frank Klingebiel: "Over the past few months, the preliminary planning for the construction of the new two-form entry elementary school and the four-group daycare center was carried out and completed by the Brunswick architectural firm commissioned following a Europe-wide tender. The fact that the city of Salzgitter was unable - as originally agreed with the approval authority of the state of Lower Saxony - to put the planning and implementation services out to tender jointly to a general contractor had a delaying effect; instead, the planning services and implementation services had to be put out to tender individually throughout Europe due to existing state regulations. This time delay annoys me so much that I have urgently asked the Lower Saxony state government, as President of the Lower Saxony Association of Cities and Towns, to adjust the unacceptable bureaucratic obstacles. If the state government and state parliament do not take swift countermeasures here, Lower Saxony will soon be "left behind" in international competition. I will not let up in calling for political simplification of the law here. I am therefore all the more pleased that we have now taken a major step forward in our important large-scale project in Salzgitter.

In contrast to the Wiesenstraße construction project in Salzgitter-Bad, where we are using modular construction to save time, the construction measures in Salzgitter-Lichtenberg are being implemented using conventional construction methods, as there is no ongoing school operation at the construction site. The implementation of maximum energy efficiency, climate neutrality and accessibility were decisive for us in the planning. The existing sports hall, new elementary school and daycare center are to be built in close proximity to each other, which will bring significant benefits for children and parents.

According to current planning, the total costs amount to around 14.1 million euros, of which around 9.6 million euros are for the construction of the elementary school and 4.5 million euros for the daycare center. The task now is to quickly concretize and implement the existing cornerstones of the construction plans. The project proposal for the implementation of the new construction measures based on these architectural plans will be presented to the Salzgitter City Council for a decision in June 2022. The subsequent Europe-wide implementation tender, which is required due to the bureaucratic state regulations, will not lead to a start of construction until the end of 2023. The daycare center is scheduled to open in April 2025 and the elementary school in April 2026."

Some additional details on the current planning for the new buildings at the "Am Zingel" site:

  • The "Am Zingel" site in Salzgitter-Lichtenberg is currently only developed with the sports hall. It rises to the south in three terraced levels. The elementary school (two-storey) is planned on the lowest level. The sports hall is already located on the middle level. There are currently also parking facilities there, for which a new access road is to be built as part of the construction work. The day nursery (single storey) is planned for the top level. Accessibility between the levels will be achieved by means of ramps. Both new buildings will be supplied with heat via their own air/water heat pump and will have photovoltaic modules on the roof to generate electricity for their own consumption.
  • Elementary school: The new two-storey building (dimensions 53 meters x 29 meters) is to be built using conventional construction methods. The building will be accessed via a foyer. There will be a canteen, which can also serve as a function room for up to 199 people. The classrooms are located on the upper floor. The elementary school can be extended to the east to accommodate three pupils if required. The exterior walls will be clad in larch wood on mineral insulation. The roof will be a flat roof with gravel or a green roof.
  • Day nursery: The building will be single-storey and rectangular (dimensions 63 meters x 18.7 meters) with inner courtyards for the individual groups. The following functional areas are planned: dining room with kitchen, administration area, kindergarten area and crèche with group rooms and quiet areas. The exterior walls and roof will be similar to those of the neighboring elementary school.
