On September 29, 2021, the Salzgitter City Council approved the "Spackenkamp pump track facility" project in the Gebhardshagen district, subject to financial feasibility. No funds were available in the 2021/2022 budget.
The project could therefore not be started without funding. The council then allocated corresponding investment funds in the 2023/2024 dual budget.
The dual budget was approved by the municipal supervisory authority in September 2023, and it was only with this approval that the city of Salzgitter, specifically the SRB, was able to start work on the project, which began immediately.
As an interim result, it should therefore be noted that the project was not allowed to start until September 2023.
As the selected site is located in a landscape conservation area, a sensitive assessment of the habitat was required. An expert was commissioned to map the biotope types. The investigation revealed that the originally selected location in the western area of the Spackenkamp green space was not suitable due to the location of large areas of legally protected biotopes in accordance with Section 30 of the Federal Nature Conservation Act.
However, the results of the biotope type mapping revealed an alternative location to the south of the Spackenkamp pond. A noise protection report commissioned in mid-2024 confirmed the suitability of this new location on the condition that use of the pump track is only permitted from 9 a.m. on Sundays and public holidays.
The Salzgitter City Council subsequently decided on December 17, 2024 to build a pump track facility at the modified location in the "Spackenkamp" green area south of the pond.
The invitation to tender and evaluation of the bids for the public tender for the planning and construction of the pump track facility took place in spring 2025. The administrative committee of the city of Salzgitter approved the award of the contract for the construction of the pump track on June 17, 2025.
Children and young people as well as the advisory board for people with disabilities were involved on July 11, 2025. The building application was submitted in the same month based on the results of the participation. Construction of the pump track facility will begin on September 8, 2025 and is expected to last until the end of October 2025.
The pump track is 1,620 square meters in size and approx. 250 to 330 meters long (depending on whether it is ridden in an inner or outer radius). The pump track will be asphalted.
The pump track facility costs approx. 425,000 euros.
In two reviews in 2022 and 2024, the City of Salzgitter's funding management department came to the conclusion that the conditions for funding the pump track facility in Salzgitter-Gebhardshagen were not met.
