The development plan is the binding urban land-use plan and, unlike the land-use plan, is adopted as a statute (Section 10 (1) BauGB). It regulates the way in which a property may be built on. This means that various stipulations apply that are regulated in the German Building Code (BauGB).
What is a development plan?
The development plan is developed from the legally non-binding representations of the land use plan and contains the legally binding stipulations for the urban development order.
