Applying for the replacement of the operating license of unregistered vehicles after loss

You must apply for a replacement document for the operating license of your unregistered vehicle in the event of

  • loss
  • theft
  • illegibility

If the operating license has been stolen, you must report this to the police. If you lose the operating license or it has been destroyed, the registration office may require you to make a declaration in lieu of an oath that your statements are correct.

If you have an unregistered vehicle that belongs to a type approved by the European Union (EU) and whose technical data is no longer available, you must apply for a replacement operating permit from the registration office. This requires an expert opinion from an officially recognized expert or a technical service designated to test complete vehicles of the respective vehicle class.

If the manufacturer no longer exists or the vehicle does not have type approval, you must submit an expert opinion from an officially recognized expert or a technical service designated to test complete vehicles of the respective vehicle class. Who should I contact?

To the district or independent city (registration authority). Responsibility is based on the place of residence of the vehicle owner (main residence according to the identity card).
In the case of legal entities, it is the registered office of the main branch or the registered office of the branch; this also applies to a general partnership, limited partnership or for traders and self-employed persons with a fixed place of business.

What documents are required?

Procedure

You must apply for a new operating license at your responsible registration authority.

  • If the technical data for the vehicle is stored at the registration office, a replacement document can be issued immediately.
  • If the technical data for the vehicle is not stored, you must apply for a clearance certificate from the registration office. The clearance certificate must then be submitted to the manufacturer, who can issue a replacement type approval.
  • If the manufacturer no longer exists or the vehicle does not have EU type approval, the clearance certificate must be submitted to a testing organization. The testing organization will issue a technical report. The registration office can issue the replacement type approval on the basis of the test organization's report.

If you find the operating license you thought you had lost after the replacement document has been issued, you must return the old document to the registration authority immediately.

The Federal Motor Transport Authority can issue you with proof of the general operating license issued for vehicles manufactured in the former GDR if you have lost it. This applies to

  • mopeds (mokicks, mopeds)
  • Bicycles with auxiliary motor
  • Light motorcycles from the former GDR that were first put on the road before March 1, 1992
  • Motorized ambulance chairs from the former GDR that were first put on the market before March 1, 1991
