Anyone wishing to work as a prostitute must register in person with the authority in whose jurisdiction the activity is primarily to be carried out before taking up the activity. This obligation applies regardless of whether the activity is carried out on a self-employed basis or as part of an employment relationship.

Prostitution includes any provision of sexual services, i.e. sexual acts performed by at least one person on or in front of at least one other person directly present in return for payment or allowing sexual acts to be performed on or in front of oneself in return for payment. Sexual services do not include performances of an exclusively representational nature in which none of the other persons present are actively involved sexually.

Anyone wishing to operate a prostitution business requires a permit from the competent authority. This includes all commercially offered sexual services by at least one other person or the provision of premises used for this purpose:

• Operation of a prostitution establishment,
• provision of a prostitution vehicle,
• organization or implementation of a prostitution event or
• operation of a prostitution agency.
