The new Lord Mayor - married with two children and living in Salzgitter-Bad - completed his training as a civil servant in the higher civil service after graduating from grammar school in Salzgitter-Bad with a degree in finance. From August 1, 1987 to April 4, 1988, Klingebiel worked at the Federal Property Office in Soltau. After completing 15 months of basic military service, he transferred from the federal administration to the municipal service. Klingebiel was employed by the district of Goslar until October 31, 1994, before moving to Hanover, first to the Lower Saxony Ministry of Economics, Technology and Transport and from there to the Lower Saxony Ministry of the Interior and Sport on May 15, 1997.
Many Salzgitter residents also know their new Lord Mayor as a former footballer in the top division of SV Union, who is currently still active at SC Gitter, where he coaches the E-juniors.
