The new Lord Mayor - married with two children and living in Salzgitter-Bad - completed his training as a civil servant in the higher civil service after graduating from grammar school in Salzgitter-Bad with a degree in finance. From August 1, 1987 to April 4, 1988, Klingebiel worked at the Federal Property Office in Soltau. After completing 15 months of basic military service, he transferred from the federal administration to the municipal service.
