The international carriage of passengers by coach and bus requires a Community license issued by the competent authority of the Member State of establishment. The license is issued in the name of the transport operator for a renewable period of up to ten years, is non-transferable and contains a serial number. A certified copy of the Community license must be carried in each vehicle. The EU Member States may decide that the Community license is also valid for national transport.

• Proof of financial standing
• Clearance certificate from the social security authorities
• Clearance certificate from the responsible local tax office and company tax office
• Clearance certificate from the municipality of residence
• Clearance certificate from the employers' liability insurance association
• Certified excerpt from the commercial register
• Copies of the articles of association, the list of shareholders or the articles of association
• Business registration
• Proof of liability insurance for personal injury
• Proof of vehicle registration

If a person is to be appointed or designated to manage the business, the following documents must also be submitted:

• Management/employment contract (or entry in the commercial register) between the appointed person and the entrepreneur with the rights and obligations contained therein, including notice periods.
• sole signing authority within the scope of the tasks regulated in the employment contract (e.g. by submitting corresponding powers of attorney)
• Bank authorization for the business account
• Certificate of good conduct (document type 0)
• Extract from the central trade register
• Extract from the central traffic register
• Certificate of professional competence and expertise
