Depending on the size and type of plant, a water law plant permit may be required in addition to the water law discharge permit or indirect discharger permit (into the public sewer system) for the construction, operation and significant changes to a wastewater plant. This is usually associated with the discharge permit or indirect discharger permit.
Adaptation measures to the rules of technology in accordance with the Water Resources Management Act (WHG) do not constitute a significant change unless adverse effects on humans, animals or plants, soil, water, air, climate or landscape including the respective interactions as well as on cultural or other material assets are to be expected due to structural changes or changes in the operation of the plant due to the special features of the individual case.
Small wastewater treatment plants are not subject to approval under water legislation.
If a plant permit is granted under water law, an additional building permit is no longer required.
