Vehicles that are designed to be operated as motor vehicles may not be operated as trailers. In individual cases, an exemption permit, the so-called towing permit, may be granted. The following applies, among other things:

• The towing vehicle may only carry one vehicle at a time.
• Vehicles with a permissible total weight of more than 4 tons may only be towed with the aid of a tow bar.
• The lighting equipment prescribed or declared permissible for use as a motor vehicle may be fitted to the towed vehicle. If they are not prescribed for trailers, they need not be ready for operation.
