If you wish to kill or stun vertebrate animals as pests on a commercial basis, you require a permit under animal welfare law from the competent authority before commencing your activity. You can apply for the permit in writing in paper form, via the Lower Saxony Application System for Administrative Services Online (NAVO) and, from 2023, via the company portal for health-related consumer protection.

In order to obtain a permit, you must enclose certificates of competence for the persons carrying out the killing and stunning work with the application.
