If you are a German citizen or a citizen of the European Union and move around the time of the Kommunalwahl, you are eligible to vote for mayor in your new municipality only if you move three months before the election.
In addition, you must be at least 16 years old on Election Day and must not be disqualified from voting.

In addition to having the substantive right to vote, participation in the election requires either registration on the municipality’s voter roll or a special voting permit.

If you have your (primary) residence in the electoral district before the 16th day prior to the election, you will be automatically entered in the voter registry there, provided you meet the other requirements. A secondary residence in the electoral district is not sufficient for entry in the voter registry.

If you have not been automatically entered into the voter registry due to the lack of a registered (primary) residence, you may submit an application for inclusion in the voter registry up to the 20th day before the election.

From the 20th to 16th day before the election, you may review the voter registry during regular business hours. During this period, you may be added to the voter registry upon request if you meet the requirements.
