Special-purpose agreement on undeclared work

Municipal cooperation between Salzgitter and the district of Wolfenbüttel on illegal employment.

Less tax revenue, less money in social security and unemployment insurance and cheated builders - undeclared work has many disadvantages for society. The city of Salzgitter and the district of Wolfenbüttel have now agreed to work together to combat undeclared work. The Mayor of Salzgitter, Frank Klingebiel, and District Administrator Christiana Steinbrügge signed the special-purpose agreement on Monday, November 27, 2017, during a joint meeting in Braunschweig. The cooperation was agreed by the Salzgitter council in May 2017 and the district council in February 2017.

"The city of Salzgitter has been very well positioned in the fight against undeclared work for years. We are now benefiting from the experience of our neighboring municipality. For me, this agreement is a successful example of inter-municipal cooperation," said District Administrator Steinbrügge at the signing ceremony. Salzgitter's Lord Mayor Frank Klingebiel added: "Since 2008, the city of Salzgitter has supported the district of Wolfenbüttel in individual cases on request in the fight against illegal employment. With this special-purpose agreement on inter-municipal cooperation, the existing good cooperation will be transferred to the City of Salzgitter assuming sole responsibility for performing tasks. This procedure also meets with the approval of the Ministry of the Interior and the Ministry of Economics in Hanover; this was signaled to us in advance."

In recent years, the number of undeclared work cases in the district of Wolfenbüttel has risen. To ensure that these cases can be dealt with, the council and district council decided to cooperate between the administrations. In Salzgitter, a specialized and trained team has been dealing exclusively with the issue of undeclared work for years. By working together, the district is fulfilling its legal mandate to combat undeclared work.

The district of Wolfenbüttel bears the personnel costs as well as the material costs incurred. In addition, a portion of the fines collected remains with the city of Salzgitter.
