Council adopts municipal heat planning

The expected heating network supply areas in the target year 2040 were determined on the basis of the analyses and calculations at building block level.

According to Section 20 of the Lower Saxony Climate Act (NKlimaG for short) and the Act for Heat Planning and Decarbonization of Heating Networks (WPG for short), all municipalities with over 100,000 inhabitants are obliged to draw up a municipal heating plan for their territory by 30.06.2026 at the latest.

The adoption of the municipal heating plan provides Salzgitter with a basis for strategic planning for a climate-neutral heating supply by 2040. According to the current legal situation, municipal heating planning is updated every five years.

Information on municipal heat planning:

A long-term strategy for a climate-neutral heat supply for the city of Salzgitter is being developed by drawing up and continuously updating the municipal heating plan. To this end, the current status of the heat supply was analyzed, potential savings were identified and the use of renewable energies and locally available waste heat was evaluated. Based on this, targets were formulated for a climate-neutral heat supply by the target year 2040 with interim targets for 2030 and 2035, future heating network supply areas were defined and a strategic action plan was developed.

The current heat demand and greenhouse gas emissions were determined as part of the inventory analysis for the municipal heat planning of the city of Salzgitter. Various data sources were compiled, evaluated, completed and checked for plausibility in accordance with data protection regulations. These included grid operator data to map the energy infrastructure, information from chimney sweeps (e.g. heating type), consumption data from energy suppliers and building cadastre data to record building types, types of use, areas or years of construction. The resulting consistent data model provided a reliable basis for further evaluations.

The potential analysis formed the basis for the development of measures. The possibilities and potential for reducing heat demand through the use of renewable energy sources (e.g. solar thermal energy, environmental heat, geothermal energy) and refurbishment were identified, analyzed and demonstrated.

After determining the potential and taking into account the building data, renovation rates and consumption structure, the heat supply types for the years 2030, 2035 and 2040 were shown in the target scenario. In addition, the building blocks were divided into expected heating network supply areas for the target year 2040 and corresponding probabilities for heating networks were described.

In the implementation strategy, the city of Salzgitter describes five specific measures for achieving the goal of greenhouse gas neutrality by 2040.
