Urban land use planning is structured in two stages. It consists of the land use plan as the "preparatory urban land use plan" and the development plans as the "binding urban land use plans". While the land use plan shows the main features of the type of land use for the entire urban area, the development plan contains the binding stipulations for the urban development order within a limited sub-area.
