Certain formal requirements must be met in order for parties, groups of voters and candidates (so-called "election nominees") to be admitted to an election.

After signing the form and fulfilling the requirements, the right to vote is certified free of charge by the competent authority where the person entitled to vote lives (certificate of voting rights).
