Authorization requirement
The construction or drilling of a well to extract groundwater in small quantities (up to 10 cubic meters per day) for horticulture is not subject to approval under the provisions of the Lower Saxony Water Act.
Groundwater extraction in larger quantities requires a permit under water law and must be applied for from the Lower Water Authority.
Obligation to connect to and use the public water supply system
According to the statutes on the connection of properties in the city of Salzgitter to the water supply system dated March 10, 1982 (Amtsblatt für die Stadt Salzgitter p. 74), there is an obligation to connect to and use the public water supply system.
Compulsory use
According to § 6 of the statutes governing the connection of properties in the city of Salzgitter to the water supply, landowners or residents of a property located in the city of Salzgitter are obliged (compulsory use) to cover their entire demand for drinking and process water exclusively from the public water supply.
Exemption from the obligation to use
Upon written application, an exemption from compulsory use may be granted if the exclusive use of tap water cannot be reasonably expected of the applicant for special reasons and taking into account the requirements of the common good.

The application must be accompanied by a site plan showing the location of the well. Furthermore, please indicate the maximum daily withdrawal of the well water.
Notification to the public health department
According to § 13 para. 1 sentence 1 of the Drinking Water Ordinance (TrinkwV 2001), the installation of a well and a change of ownership must be reported to the public health department at least four weeks in advance. The form is available for download at the bottom of this page.
Fees / Costs
There is a one-off administration fee of 101.05 euros.
