The Act on the Modernization of Statutory Health Insurance (GKV-Modernisierungsgesetz - GMG) has basically put all social welfare recipients without health insurance on the same footing as those with statutory health insurance in terms of benefits with effect from 1 January 2004 and they are now treated as "statutory health insurance patients". All social welfare recipients are now required to make co-payments within the limits of the statutory limits.
The remaining (short-term) social welfare recipients without health insurance can continue to receive health assistance.
