In his model, the administrative expert advocates a three-center model to strengthen and revitalize the upper-center network of the three cities of Braunschweig, Salzgitter and Wolfsburg.
However, this model would require the dissolution of the districts of Peine and Helmstedt as well as the incorporation of some municipalities and joint municipalities from these districts into the three independent cities and the assignment of some municipalities and joint municipalities from these districts to the districts of Wolfenbüttel, Hildesheim and possibly also Gifhorn.
According to Klingebiel, the three-center model is supported by the fact that the three independent cities, with their important commercial enterprises, in particular Volkswagen AG and Salzgitter AG, and their science and technology facilities, are not only the economic and power center of the region, but basically of the state of Lower Saxony. The Lord Mayor: "The high number of qualified jobs and the attractive living and housing conditions in the three large cities are the lifeblood and magnet of this region."
While Braunschweig and Wolfsburg urgently need space for their positive development, Salzgitter, as the third largest industrial location in Lower Saxony, also needs the population that works in the city area and uses the entire infrastructure, but lives in the immediate surrounding area and therefore does not contribute to the financing of the infrastructure.
If the municipalities of Lengede (district of Peine), Söhlde (district of Hildesheim), Baddeckenstedt (district of Wolfenbüttel) and Lutter and Liebenburg (both districts of Goslar) were to join the city of Salzgitter, Salzgitter would have a population of almost 142,000.
