In principle, the following applies:
Dogs that are not generally required to be kept on a leash can be walked without a leash from July 1 until the end of the year, with the exception of nature reserves and the "Osterholz, Südholz, Kassebusch" landscape conservation area as well as areas with a different purpose.

Female dogs in heat must always be kept on a lead in public(Ordinance on the Maintenance of Public Safety in the City of Salzgitter). _____ However, there is no general obligation to keep dogs on a lead in the city area: There is no general leash requirement in the area of the city of Salzgitter. This means that a dog only has to be kept on a lead if this is specifically required due to the location (for example within the inner city areas of the districts of Lebenstedt and Salzgitter-Bad, at markets and sports facilities or in landscape and nature conservation areas), the time of year or the official individual case classification (see above) of the dangerousness of the dog (see above). Such an exception to the principle of dogs being kept off the lead comes into force every year on April 1st for areas of open countryside (see "Open countryside" above). What are green spaces?
Green spaces in which dogs must be kept on a lead all year round are characterized by park-like planting of trees and shrubs, as well as the presence of benches and litter bins along the paths. These areas are maintained and cleaned. It is characteristic of green spaces that they are primarily used for recreation and leisure activities.

Details on the obligation to wear a lead in protected areas and conservation areas
Of course, dogs would like to run around freely - following their urge to move - unleashed, but this must not be to the detriment of wild animals. Especially when deer, hare, pheasant, partridge, rabbits and other wild animals are chased or torn by dogs. The clutch of eggs and young animals should not be harmed during the breeding season. The smell of dogs alone signals danger and threat, so that parent animals leave their young in the "scent zone" of dogs, which results in the certain death of the young. Wildlife also requires special protection in nature reserves and conservation areas. The following rules therefore apply there:
- Due to the general breeding, setting and rearing season, dogs must be kept on a lead in the forest and other open countryside from April 1 to July 15 (Lower Saxony Forest and Landscape Act).
- Dogs must be kept on a leash in the protected areas of the city of Salzgitter from January 1 to June 30. Protected areas are all wooded areas, all copses in the Feldmark and all landscape conservation areas.
- Leashes are compulsory all year round in the following protected areas: "Heerter See und Waldgebiet Heerter Strauchholz", "Köppelmannsberg", "Speckenberg", "Tagebau Haverlahwiese" and "Mittleres Innerstetal mit Kanstein" as well as the "Osterholz, Südholz, Kassebusch" landscape conservation area and the "Salzgittersee" sports, leisure and recreation area (with the exception of the dog exercise area with bathing area).
- Anyone who intentionally or negligently fails to keep dogs on a leash in violation of these regulations is committing an administrative offense that can be punished with a fine.
What happens if I don't keep to the compulsory lead?
Anyone who does not comply with the rules on compulsory use of a lead is committing an administrative offense and risks a fine.
