The lake should be freely accessible to all and fulfills various functions. Based on the results of the public participation process for the further development of Salzgittersee, work began in May 2023 on developing a target and structural concept for the Salzgittersee area. With the involvement of all relevant stakeholders and the public, the suggestions and findings were incorporated into the concept over the course of the planning process. The following can be said about the planning development goals:
The lake area is divided into five thematic areas. Specific uses and qualities are assigned to the thematic areas:

Ø River + Landscape
Ø Island park
Ø Water + Wind
Ø sand + sun
For the first time, the lake is being considered as a whole. The sports, leisure and recreational functions are to be strengthened and the lake is to become an important building block for urban development planning. The connection and integration of the adjacent districts is presented and the significance for the city is described. This also includes the description and improvement of accessibility and mobility.

The lakeside path on the eastern shore will be redesigned and upgraded. In the beach area, the connection to the rear path will be strengthened and a promenade will be created in the city + sport area. A thematic bridge will connect the Lebenstedt and Fredenberg districts. This will be supported by the recreational facilities on the shore opposite each other. Near the hospital, on the Schölke and on the former outdoor pool site, opportunities are being created for additional structural uses with a focus on health, sport, leisure and tourism. Local public transport will be improved. More journeys at "leisure times" and stops close to the lake contribute to this. Crossing options for pedestrians and cyclists will be created and improved. Existing facilities will be maintained, modernized and improved. A covered soccer pitch, a skate park and tennis courts are to be built and modernized. The further development of the lake area will take place as part of a cooperative competition.
By involving all relevant stakeholders and the public in the planning processes, there is a high level of acceptance of the results. There is a clear planning objective and an overall spatial development perspective. The development potential is described and clearly presented. An urban development and landscape planning competition is to be held for the areas defined in the concept, including the lakeside path as a significant, networking element, in order to ensure the urban development qualities of the plans in the comparative context of the best designs. Freely accessible use of the lake areas must be ensured.
The involvement of all relevant stakeholders and the public in the planning processes as well as the high participation rate are positive. Development potential could lie in the area of the adjacent neighborhoods.
