Expansion of Industriestrasse Mitte

The expansion of Industriestraße Mitte was the focus of the public information event.

Around 60 citizens, representatives of the local council and the council took the opportunity to ask their questions, make suggestions and discuss with the representatives of the administration and the engineering firms involved.

Councillor Michael Tacke made it clear that Industriestraße Mitte is a busy road with around 16,000 vehicles per day and an important link in Salzgitter. The expansion of the 1.3-long section from MAN to the Immendorfer junction has been on the minds of the local council, council and administration since 2005 (see presentation).

In 2015, the city's administrative committee decided on one of four expansion options with a decision in principle, which provides for Immendorfer Straße (K38) to be linked off from Industriestraße Mitte. The administration drew up the planning documents for the necessary planning approval procedure, which could be initiated this year. The prerequisite for this is that the city council does not follow the suggestion of Ortsrat Ost to change the planning (construction of a traffic circle on Sudetenstraße with a connection to the K38). Otherwise, a fundamental revision of the planning documents would be necessary.

Construction could begin in 2019. This is necessary in order to receive the funding promised by the state as part of the Municipal Financing Act (GVFG), without which the six million euro expansion cannot be implemented. The funding rate is 60 percent of the eligible costs. At present, it is not yet clear whether this funding will continue after the end of the Municipal Financing Act after 2019.

The administration rejected the local council's proposal, which advocated a traffic circle at the junction of Sudetenstraße and Industriestraße Mitte with a connection to the K 38 instead of the preferred option (linking Immendorfer Straße) decided by the administrative committee. A traffic circle contradicts the design guidelines and does not solve the traffic problem in this section (high tailbacks due to the necessary reduction in lanes on the approaches to the traffic circle). As this technical solution does not comply with the guidelines, funding from the state is ruled out.

As the city council has to decide on the local council's suggestion, the administration also used the information event to record the concerns, questions and suggestions of those affected in order to make them available to the political bodies and committees.

Many of the residents of Immendorf and Drütte present feared that the closure of Immendorfer Straße would worsen their living conditions: noise would increase; bus connections would deteriorate if buses could no longer use Immendorfer Straße; the town would be used as a through road during the construction phase and damage would be caused.

There is also the fear that citizens will have to pay development contributions for Immendorfer Straße if this road is downgraded from a district road to a municipal road in the course of the road closure.

Torsten Fleige-Lütgering, Head of Civil Engineering and Transport, explained that the planning approval procedure had not yet been opened. The bus connection is an important issue during the procedure, in which KVG is also involved. Even if the route via the B 248 changes, the aim is to ensure the highest quality for citizens.

He explained that the four-lane expansion of the K 30 would not result in the permissible noise emission limits being exceeded. As part of the planning process, the acoustic effects of the four-lane expansion of the K 30 were examined by experts on the basis of applicable technical guidelines and calculated on the basis of various factors (including topography, distance of houses from the road, traffic volume, number of lanes).

The head of the specialist service was able to refute the fear that citizens would have to pay for the road damage associated with the possible expansion work. He made it clear that the construction companies would have to pay for the structural damage. He also explained that Immendorfer Strasse would not be used as a through road during the extension work. The aim was to close the road on one side while maintaining the flow of traffic. Traffic obstructions are to be expected during the planned two-year construction period.

Some citizens suggested other expansion options (including closing Sudetenstraße to through traffic) and drew attention to existing problems on Industriestraße Mitte (traffic jam problems due to traffic lights). The administration took this information on board, as well as the other suggestions (this overview will soon be published on the Salzgitter city website).

Councillor Michael Tacke concluded by emphasizing that a planning process is a process of consideration.

The planning objective set by politicians is decisive. If the K30 is to be widened to four lanes as an important connecting axis, this is only possible if Immendorfer Straße is decoupled. Even with a complete redesign, the technical design principles must be observed in order to create a safe traffic facility. It is not possible to arbitrarily combine individual components in the planning, but the mutual causalities must be taken into account. This inevitably leads to conflicts of interest. The examination of the justification for the plan and its proportionality is carried out by the planning approval authority, as is the weighing up of all the interests of those affected in the planning approval procedure.

The city planning officer explained that the administration implements political decisions. The administration did not want to rush the project through. If the council decided to revise the concept, the administration would implement it, even if the planned schedule could no longer be adhered to.

However, a new plan would not only have consequences in terms of time, but also considerable financial consequences. This ranges from a partially new basic investigation (depending on the variant, subsoil investigations, surveying) to new design and approval planning, new landscape planning and a new safety audit.

The Immendorf residents thanked the administration for the opportunity to get involved and be heard in the run-up to this construction project.
