Surface waters

According to the German Federal Water Act (Wasserhaushaltsgesetz - WHG), surface waters are defined as "water flowing or standing permanently or temporarily in beds or flowing wildly from springs".

Water bodies must be safeguarded as part of the ecosystem and as a habitat for animals and plants. They must be managed in such a way that they serve the common good and, in harmony with this, the benefit of individuals, and that avoidable impairments of their ecological functions are avoided.

Everyone is obliged to exercise the care required by the circumstances when taking measures that may have an impact on a body of water,

  • to prevent contamination of the water or any other detrimental change to its properties,
  • to achieve the economical use of water that is necessary with regard to the water balance,
  • to maintain the efficiency of the water balance and
  • to avoid an increase and acceleration of water runoff.
