The land use plan is the "preparatory land use plan"; in contrast to the development plan ("binding land use plan"), the land use plan is not adopted as a statute, but is established as an internal administrative plan. As the land use plan only prepares the binding land use and does not directly regulate it, it does not create any direct rights and obligations for citizens, but is binding within the authorities ("effective land use plan").
The land use plan has the task of controlling subsequent planning and provides the guidelines for the future use of land. In addition to its control function, it also has a regulatory function in that it records and coordinates usage requirements in advance.
